Welcome to my little corner of the web! I’m Roxane, owner and consultant behind RW Consulting.
I specialize in municipal management and administrative support services. I’m passionate about the sustainability of rural Newfoundland and the critical role good governance plays in the well being and survival of our communities.
I started my practice in early 2025 recognizing that there is substantial need in rural municipal administration for training, financial management, policy development and recruiting the best candidates to ensure sound governance and efficient operations.
As a former CAO in rural Newfoundland, I have the experience and skillset needed to help your municipality operate efficiently, effectively and compliantly. If I can be of service to your town, please reach out.

Recruitment
Hiring qualified staff is an important part of building a strong municipal team. RW Consulting can help you through the recruitment process by working with you to draft job ads, define job descriptions, interview applicants and prepare an offer to the best candidate.
Staff Coaching/Training
If your staff feel overwhelmed and are falling behind, they may need coaching to establish more efficient and streamlined work procedures. Perhaps they are struggling with some aspect of municipal administration and need structured training. RW Consulting can meet with you to assess your needs and offer coaching and training solutions.
Financial Management
Effective financial management, transparency and oversight are critical to the successful operation of your municipality. RW Consulting can provide monthly financial monitoring and reporting to ensure Councils are fully aware of their municipality's financial position. Other financial services including (but not limited to) accounts payable, HST filing, bank reconciliations, and variance reporting are also available.

One of the greatest challenges for small towns is budgeting. RW Consulting can provide support to staff and council with the budgeting process, as well as short and long term planning to figure out where your town is going and how to get there.
